yes 9 watts that dosent even make sense
sounds like it could be more of a intercom/wireless mic type thing
unless their using some kind of cheap radio like Baofengs which could have oddball power
im not sure if Baofeng even makes lowband stuff...

The other day i did catch Dell Transport/Huntington coach buses on 35.88 PL 103.5
Not sure what they were using that freq for - possibly alternate to their main freqs which are around 155mhz
I have seen the antennas on those buses and they are long whip type so i suppose they could be dual band

I also got 33.40 PL 82.5 in the vicinity of Jericho tpke in Jericho which is a itinerant freq and it seemed to be a fast food drive thru/wireless mic
Didnt think those low band freqs were around anymore,,,

45.08 DPL 466 is still active - seems to be some type of public works
Decent signal around Babylon

Recently i also got 47.50 PL 156.7
I know this is a Red Cross freq [link]
But i dont have anything else written down except the freq/tone so perhaps it was distant or an open carrier...

Not sure if i posted these yet i apologize if i did- but looking thru my logs i found a few more low band hits -

30.64 PL 167.9 - i have this down as being used by a fuel company but with PL 82.5

30.96 PL 94.8

35.52 must have been a very weak signal because i have no tone or anything down for this but it is licensed to some oil company in suffolk [link]

36.25 i have this down as being morse code with PL 146.2

45.08 DPL 466 - confirmed from a reliable source that this is the Village of Lindenhurst services highway, sanitation, etc [link]

Heres a few more unconfirmed lowband licenses across LI -

In general there seems to be more lowband licenses in Suffolk than nassau
Whether they are used or not is the question

Also does anyone know if 45.16 is used and if so what for?
I recall seeing somewhere that the Town of Huntington was using that freq for something [link]
But it is also a state OEM freq [link]
