What's up with all the mic clicks on Hicksville FD?

I've noticed a few things going on with Hicksville FD lately:

1. Their "tone-out" channel is MUCH weaker than it used to be. I live in Hicksville and it sounds much worse than it ever did.

2. Several times a day, someone keys a mic, but there is no transmission. This can happen MANY times in one day.

3. I have heard nothing at all on their channels with the 146.2 PL tone. Only on PL 127.3

Are they making changes to their system?

Sounds like they could be doing some changes/maintenance
And someone may not actually be keying up - some repeaters are set to "key up" at certain intervals
Or they could be running some tests and whatnot...

Thanks. I didn't monitor much this weekend but when I did and when HFD went on the air I didn't hear any more of those clicks.
