New NCPD Systems OBSERVATIONS

Do ANY of the NON-encrypted talkgroups on this site use Phase II or is it all still Phase I? I use a Uniden BCD396XT to listen to the non-encrypted comms and they come in pretty good. However, every once in a while I see a TGID come on but I don't hear anything. For example, today I saw 2019 come on but there was no audio. So, I guess the question is, how do I know if the TG is Phase II, encrypted, or BOTH?

I also have been noticing a few more of the 20xx talk groups coming up
TG 2006 i confirmed is encrypted - not sure if phase 1 or 2 however
Being that TG 2011 is Detectives i assume the 2xxx talk groups have something to do with that
A look at the radio id's would confirm this

Nobody on the group would know if or when NCPD is or will ever come back in the clear. You've asked this several times. Please do not ask this question again.
And to follow up - please stop asking about NYPD going P25.

Further questions about NCPD coming back or NYPD going P25 will be deleted.
