I just purchased a BCT-15 scanner(should be getting tued or wed).I know it is not the best one out there.Got a few Questions.

How is the reception?
It's not digital so are thier a lot of frequencies I wont be able to pick up?
What is the best software to buy for it? and iis the software easy to use and set up?

Fred,
The BCT-15 is a great scanner - there isn't much "wrong" with it. Reception is pretty good with it - I'm not complaining.

Not much on Long Island that you can't pick-up with that radio.. As far a digital goes, there are a few talk groups for SCPD that are digital, Dix Hills has a digital fireground, and that's about it for the local stuff.

USCG, FBI, and other Federal Agencies do use P-25 on Long Island. Most of what you want to listen to anyway on USCG is all in the clear.

I sell software on my site. I feel its by far the best out there - or I wouldn't recommend buying it. You can take a look here: [link]

If you want to purchase pre-made files for the BCT-15 and program it yourself, I also sell those for $5 each agency (Ex. NCPD, NCFD, etc etc) [link]

Any other questions - feel free to ask.
